Toledo Mayor D. Michael Collins has used his first veto. Toledo News Now reports Collins has blocked a measure that would have spent $4.7 million on street repairs in districts 1 and 3. In a memo to council, Mayor Collins said council had overstepped its authority in setting policy for road repairs. He said the ordinance as passed was an unfair distribution of funds. 

The ordinance passed city council last week by a 10-2 vote. Council would need 9 votes to overturn the mayor's veto.
